  • This contract involved urgent remediation of rural road corridors affected by Cyclone Gabrielle, including the reconstruction of damaged slopes and restoration of stream-adjacent infrastructure. Works were delivered in an environmentally sensitive rural setting and included bulk earthworks (1,200m³ slip removal), subsoil drainage at 1.5m depth, new stormwater road crossings with large diameter pipe and manholes, and construction of swales using coconut matting for long-term erosion control.

    The project also included extensive landscaping and riparian restoration, with 10,000 native plants installed. Environmental measures were proactive and practical, particularly in managing live stream flows near the construction and stockpile areas.

    Toa Civil Construction worked closely with rural landowners to coordinate access and maintain operations with minimal disruption.

    The project also engaged the local community, with Toa Civil Construction donating 200 native plants and inviting school children from Elsthorpe to participate in native planting—a clear demonstration of our commitment to environmental and social outcomes.

    Finally, 700m of fencing was installed to protect the plantings and reinstate damaged sections.

Mission Hills Puketitiri Road Drainage

  • The Mission Hills Puketitiri Road project in Napier involved the delivery of essential infrastructure for a major greenfield subdivision, with works spanning stormwater and wastewater networks, bulk earthworks, service trenching, and road construction. Located along a busy arterial route, the site required careful planning, environmental compliance, and detailed coordination with Napier City Council and affected stakeholders.

    The project included the construction of a stormwater detention pond, a large, engineered rock swale, and the installation of sewer, stormwater, and service infrastructure to meet Napier City Council’s development standards. A significant volume of earth was moved and compacted to NZTA F/1 standards, with all testing, CCTV, and as-builts completed to NCC requirements. Despite the range of disciplines involved, the works were successfully delivered within time, budget, and environmental expectations.
